Israel can't just come out and make threats because that would confirm that they have nuclear weapons and they'd lose their aid from the US. Still, Israel has made it clear that it
has drawn up secret plans to destroy Iran’s uranium enrichment facilities with tactical nuclear weapons, a fact that they intentionally leaked to the Sunday Times. Why would they blatantly release such information? As a threat. The same intentionally unsubtle threats can be seen in the article I linked.
