Willravel, you need to re-read the article you posted.
Perez calls for others to nuke Iran and only IF Iran used nukes first. He does NOT call for nuking Iran as a first strike. Never even implied it.
Now tell me, which nuclear power on earth HASN'T said it would respond to nukes with nukes?
