I've been thinking on this too and the only solution I can come up with is that Tony's not mad a the whole country... just one person or a small group of people. Maybe he didn't want to see the missles hurt innocent Americans, but he does want to take this one tank and use it on a specific person or group.
It's a pretty lame theory and I'm kinda pissed that 24 is making me work so hard. The real solution better be worth it.
