My point is not me being angry about loosing my fraction of taxes to the individual who games the system. My point is the person becomes what we in school used to call a "spoiler". A catalyst. One rotten apple... Someone who used to employ unscrupulous tactics in an attempt to get ahead. When he goes unchecked for a very short while, others follow suit. This usually wound up having all of us punished and loose privileges on behalf of a few misfits.
This system will prevent that to some degree... I like to think.
