specifically, passing on the right side is dangerous because it's where your biggest blind spot is with your mirrors.
i find a good rule of thumb if you want to go fast is to make sure you don't have any negative effect on the drivers around you. if what you're doing causes anyone to hit their brake or swerve even a little bit then you probably should have picked a better spot to make moves. if you're already a mile ahead of them before they noticed you, then you passed correctly, and if someone gets all huffy, it's their own problem.
