Uh... hasn't it been this way since forever? Every time I go to fill out a fed form I have to answer:
"Have you been convicted of domestic abuse?"
"Do you have a restraining order out on you?"
"Are you a fugitive from justice?"
etc. I'm sure I'm missing some legal minutia here.
