You don't need a budget to record a good album. There are plenty of local Calgary death metal bands that record quality work on pretty much 0 budget.

Saudades de Rock by Extreme was an amazing album. I will put that on my top 10, can't think of anything else I really listened to a whole lot that was released this year.
