Maybe in a fetish club or gay bathhouse where the participants are all cavorting members (heh) but I doubt there could be in a a client/professional kind of set-up which would likely contravine prostitution or brothel laws. I really have no idea.
Also, imagine the complaints department: "I paid to have my dick sucked by random strangers and I've been standing here for three hours with no luck! I'm cold and my feet are killing me and my dick is getting chafed from the hole! I want my money back!"
