your college has to allow the ISP to have a point of demark to get into the building. It's their land so yes, they can say you cannot have another ISP, unless it's via the phone lines.
As far as speed... welcome to the REAL world.. (not that crappy MTV shit...) but even my Cable op limited my bandwidth recently and I had to get into a major fight with them over the cap, and I pay for UNLIMITED bandwidth and they capped me.
