May I recommend a used Honda Shadow Sabre? Can be had for ~$5000. Insurance is $200 a year (for me).
I agree with Crompsin! You can't go wrong with that bike. If you already have a vehicle for transporting people and rainy days, go for the bike. The Shadow is a very dependable bike and a lot of fun.
