I thought of this immediately when I read the OP! Here's a link:
Battle for Wesnoth
Turn based strategy, with both good single-player and fun online multi-player. It's an open source (free as in speech and free as in beer) project, with the quality and playability of a commercial game. The development community is very active, which means it changes and improves constantly.
My only major complaint is that online multiplayer games can take a longish time, with a lot of waiting in between turns.
