First, these are not the same thing. Increasing government dependence—like universal healthcare, a 100% public prison system, or public broadcasting—does not necessarily mean that the poor will be enabled. What does it mean? It means that people won't be left behind. Moreover, more social programs aimed at elevating people out of poverty, assuming at least some are succesful, will mean
less poor. The conservative assumption that, with government assistance comes unhealthy dependence (and eventually lethargy) is unsupported. Do you know how many people on welfare have full time jobs? The answer might surprise you.
