i agree, check your bios for an option that selects pci or agp for video. also, unless its a cheap card, i wouldnt put another card in that slot, because the slot might short out anything that goes into it. does the video card fan turn on? does the video card get detected in bios? try having the agp card installed, but using the integrated video to get into bios, and selecting agp video (it might not accept it as an option if you don't keep it installed).
