I would suggest that in searching for a solution to the problem, a possible starting point would be to recognize that a "two state solution" has already been (poorly) implemented, and that rather than demanding the creation of a third (inherently weak and unstable) state, it might be more productive to look at integrating the displaced Palestinian population into the state that was originally intended for them, which could include things like Jordan assuming control of the West Bank, having some Palestinians absorbed into the larger Jordanian population as a whole, along with Egypt doing the same with the Gaza Strip.
