To interpret it literally, I would think he's not in the clear. I take over 18 to mean >> OF 18 YEARS OLD AND ABOVE << Hence, he should wait.

By definition, if you are one minute into your 18th birthday, then you are "over" 18 years of age. hence the wording of the rule.
On a side note, i think this age dating creepy "rule" of age/2 +7 is silly. I cant believe people actually think that well into it...who made the rule? why is it that if I was 26, and she was 19, that is is "creepy" but if she were 20, well then THAT is ok? wtf? I think it is rediculous. if two people care about each other, who has the right to deem that they are "creepy" together once they have reached the age of consent?
