MythTV, a linux-based and free as in speech PVR system, already has a control module for remote access via the web.
If you have a method of controlling something via the web, then it's a short stop to making it controllable via:
Phone: Asteriks
SMS: Kannel - you can set up a personal gateway using an old phone.
