Not sure how closely it follows the books, but if it's true to form than Sam can shift into just about whatever he wants - a dog just happens to be his favorite. For what it's worth the entire series is written by Charlaine Harris - and if you read the book (and the show follows suit) the serial killer is revealed at the end of the first one of the series
