Having written sentencing reports to the court in a previous life I can tell you social standing plays a role, sometimes a large role. Usually you're expected to include a section on family history/ties/support, economic ability to return to society successfully etc...
Seemed like as I was leaving this became less of a factor but it used to play a big role. Basically if you were poor you got more time. If you were poor and fugly, you were fugged.
