Whether it's right or wrong, that's seems like a good guess. I never heard of Portlandia so I looked it up.
Wiki says: "...The statue itself is 36 feet (11 meters) high. If standing, the woman would be about 50 feet (15 m) high..." so of course it reminds me of the old classic "Attack of the 50 ft. Woman" though Portlandia seems a lot more peaceful.
