Like most international organizations that rely on unequal participation or contribution by its members, the organization is as only as effective as the major participant(s) or contributor(s) allows it to be. So, the IMF can have an impact on Haiti but not the US. The US is the largest contributor, by a large margin, of a group of about 200 countries. If the US burps, the IMF goes...
