OK, skipping back to the primary topic, I don't know much about this topic. However, I seem to recall reading somewhere that the current chief justice was most interested in making narrowly defined decisions that mainly covered the case at hand, rather than sweeping decisions that become the rule of the land. If this is true, it would explain why the cases aren't being cited by others.
