That's simply false, Dunedan. For example, one area where foreign law is often cited is in decisions citing the Eighth Amendment. But it's not cited to overturn the Eighth Amendment; it's cited to explain what the 8th A. means. And whatever you might think of this, its certainly nowhere near declaring the Constitution irrelevant.
