These are mud daubers:
Mud Dauber - DirtDoctor.com - Howard Garrett - The Dirt Doctor
They are wasps and they DO sting if they feel threatened. The key word here: threatened. They are rarely aggressive.
Nice thing about them: They eat spiders.
