Well I think that if you have a foot fetish which your SO knows about and you go and massage someone else's feet that yes that is cheating because it is sexual for you. That is assuming you were not given permission by your partner.
If your not "into" feet and give a foot massage then no cheating but still it might set your SO off. Better to just massage your partners feet and let it lead into something....
