Aparently...having overflow drains, not only on the ends of the pool, but on the sides as well, keeps the movement of the water at an absolute minimum, making it easier for swimmers to move in it. No resistance = fast water.
Although I have absolutely no doubt that other factors come into play as well. That's just one that I remember from the team trials last month.
