I could really see Black Mask being done. But I have so many ideas about what could be done for the next film, I can't think of which one would be best.
Here's one:
Two-Face is alive and thriving. Harvey Dent is dead to the public, but Gordon's department and Batman know he is currently dominating the criminal underworld of Gotham. Batman continues to work in the shadows as a vigilante, though he has lost his connection with Gordon due to the events in the finale of The Dark Knight. Bruce Wayne has some random rich-person event reuniting him with a (forced) childhood friend, Roman Sionis, secretly Black Mask. Black Mask and Two-Face go in league at some point for a yet undetermined reason (possibly they discover the Wayne-Batman connection and each attack a different aspect of the character). While this wouldn't exactly be cannon (at all), I could see it fitting in the Nolanverse.
And my second idea:
The movie focuses less on Batman himself and more on the events around him. It is mainly told from the perspective of the police (Gordon), the villain(s) (Riddler is the best choice for this telling, IMO), and the people of Gotham. While the police chase Batman, Batman investigates crimes by the Riddler, taking the "clues" from the scene before the police have the chance, and leading to a cat-and-mouse type film.
I don't wanna see The Joker come back. He needs to be acknowledged as a character, but I personally don't feel any other actors could do Ledger's Joker justice.
