I've personally known more than one noncustodial parent who voluntarily terminated their employment to keep their paychecks from garnishment.
Unfortunately, there are some who believe that child support is equivalent to alimony and don't think the custodial parent should be entitled if they're working.
JJ's right, IMO. Deadbeats (nonpayers, defined by me) are child abusers. The only difference is ignorance and intention.
