Spain or Portugal would be the best choices, IMO. If you want to "sit on the balcony" you won't do much of that anywhere north of the Med in January.
Portugal is dirt cheap, Spain is a little pricier but still much less than other parts of Europe, especially in the south as in Andulucia.
