The
Download Helper plugin for Firefox works for me on Firefox 3 - the video is an embedded flv which might be a little difficult to work with after you've downloaded it. You'd typically need something like the
Wimpy Desktop FLV Player to view the file on your computer, not sure how you'd go about converting it into a different format if you needed to.

IANAL but if you would be using the video for promotional purposes, I'd think you'd want to get approval from the TV station first (any maybe they'd be able to provide a higher quality video).
