I had a water pressure problem with my dishwasher, and the troubleshooting guide said my water pressure might not be enough to spin the arm. I thought about it for a few minutes, and realized that the pump is what pressurizes the water for cleaning, not the water line (I ended up disassembling down to the pump and cleaning a lot of crap out of there, including a spoon that somehow managed to get through the strainer and filter.)
