Doesn't really matter to me because I already have AT&T, but I thought that was an interesting change in policy.

Yes and no. Yes, you will no longer be able to buy (or activate) them online...they must be bought and activated at an Apple or AT&T store.
I imagine, however, there will be a large influx of the old design on ebay, locked, unlocked, or otherwise, as early adopters ditch theirs
