Yeah, that's a massive rip-off. You can get a PC with identical or better performance for half the cost. A 3 GHz C2D and 4 GB RAM won't do you much good in terms of any graphics applications if you don't have a decent video card, and unless you're running a data processing center you're not likely to need that kind of hardware for anything else.
Go get a better deal somewhere else. I'm not a big fan of Dell, but even they're miles ahead of this guy.
