2007 Energy Act), particularly for SUVs still treated as trucks rather than passenger vehicles, and...
for the FTC to move more aggressively to use its new investigation and enforcement power under the same act.... (

I would also consider tax incentives for employers who promote (or subsidize) employee car pooling and/or using mass transit, where available. (My association subsidizes metro rail cards for employees).
