I suppose its a matter of semantics but as a lawyer I would suppect you already knew that.
As I see it, this person signed a contract with the government and is now trying to reneg on it solely because of what he has
heard. He has no first hand knowledge of what is happening in Iraq. Seems to me that he didn't read the fine print regarding how and when he can be recalled for service.
The government owns his ass. Tough shit for him. You don't want to go to war, don't sign up with the military to begin with.
