Try installing the 1.5 patch then the GOTY patch on top of that as stated here:

I think your error could be caused by a missing/incomplete pak file even though you redownloaded. Try starting the server executable to see if you get errors on it.

You probably already googled and found this answer but someone suggested starting the install program and the game in compatibility mode for an earlier version on windows. They had problems because of a 64-bit windows.

I think most of the people who get the error have a pirated copy but you could actually try to get a no-cd executable to see if this fixes your problem.
