Fat loss is relevant to your whole body and is not area-specific.

Generally speaking, focusing on one area won't help you lose fat in that area specifically. However, it will build muscle in that and total muscles mass burns more calories to simply maintain itself which can lead to overall fat loss over time. Therefore, focusing on underdeveloped areas will lead to more overall fat loss because the percentage of muscle mass is easier to increase in those areas. Similarly, those areas that contain more fat (be it your belly, thighs, ass, what-have-you) will then be more affected because you have more fat to lose there.
In general, though I would not recommend that sort of "spot focusing". I am of the camp that believes alternating a few of your strength training sessions with intensive cardio would be the best way of working off fat in problem areas. Additionally, I also want to suggest you take a day or two off a week without going to the gym. That's solely for strength training and toning purposes, but you muscles need some time off to recover and tone. I'm sure you know that muscle building is essentially the tearing of muscles and the resulting scarring causes muscle growth. Without Giving the muscles time to scar and "heal" before going back and doing it all over again, you are not getting the full benefits from your work outs.
