Is no one else picking up the subtext in the video?
It's obvious that both the brother and the sister consider that meeting someone from the internet is not a serious issue, but the mother has paranoid concerns about her daughter meeting a "stranger" from the internet although she is 18 years of age.
He's using catch phrases he's probably heard his mother use hundreds of times.(Get some SENSE in your head, You could have been raped, that could have been a pedophile, etc) He's mocking the situation because he knows that there was as low a probability of his sister being raped/murdered/raped IN THE BUTT as if she were to meet a stranger at a party for five minutes and hit it off.
In reality, he is mocking his mother's attitudes about the nature of the internet, probably due to scare stories she's read/seen in the media; rather than making light of rape and murder. (although there is a little of that; I don't think he believes it could happen to his sister, and if it did i'm sure he would not be laughing.)

America already has a show that reveals home wrecking and family ruining details about a person- Moment of Truth.
