It's so the laggards who don't want to get rid of their analog sets until the government forces them to. SD will look like SD with all of its imperfections no matter what you do with it, and the only people who need NTSC tuners are grandma and grandpa out on the family farm who are going to wake up on February 17 next year and wonder why their TV stopped working, then get mad when they find out they have to buy a new one.
