It certainly is. I'm in charge of registration of condoms at my healthcare company.
Condoms are measured by the flat width - i.e. how wide they lie when empty. The flat width is therefore 1/2 the circumference. Do a little maths and you'll see that a difference of 2mm in width is reflected by only about 1.2mm in the difference in diameter.
The sizes we offer go from 49mm (standard for Asia, small for Europe) up to 60mm (large pretty much everywhere).
"Regular" is 54mm.
If you think a 2mm difference is trivial, remember that your cock is 1/25th the circumference of your waist (or so) and that 1mm is 1/25th of 1inch. Does a 2 inch size difference in a pair of trousers affect you?
More condoms fail due to size selection than anything else except incorrect lubricant choice - oil based lubes cause latex condoms to fail in minutes.
If you buy condoms that are too small, they split.
But what most people fail to realise is that if you buy condoms that are too LARGE they slip about and that leads to failure as well.
Most teens need smaller sizes - like everything else, a guy's cock changes size throughout his life.
