Well, there is an actual prescription product called Vaniqa that works as a hair growth retardant. It contains eflornithine, a medication originally used for sleeping sickness that when applied topically retards hair growth. And the bottle of Jergens Naturally Smooth I had in my cabinet revealed its active ingredient to be an herbal extract from the great burnet plant (sangsuisorba officinalis), which isn't harmful in the slightest.
