Possible about it being Ontario. The license plate of the green car is definitely white, and using the resolution enhancement in my paint program reveals a hint of red in the plate, indicating red lettering. The street board on the right appears to say "Halloween" on the second line. The rest of the board appears unreadable. So we MIGHT have narrowed it down to Ontario, assuming the Ontario car isn't from outside the arena's province.
Just a thought. What if it was a curling rink and not a hockey rink? Have any curling rinks ever been built to that size?
