I thought of that too, but I didn't want to get into it at the time. The newer DM rule books actually have guidelines for style of play. I'm pretty sure they outline the ins and outs of by-the-book DMs vs. other more open styles.
There are many rules. Hardcore players know them. A good DM is gauged on their ability to understand the rules and knowing when to bend them to keep the game balanced, challenging, and fun.
It isn't a free-for-all. It's a system. And a well-known one at that.
