Hold up. You need to know the decor of the restaurant in general. Some places are 'no jeans, no t-shirts...' but still aren't necessarily full on suit up worthy. Others are. I'll break out a reasonable suit if I know that the venue is going to be appropriate, and that my date is going to be similarly dressed.
Even if you are the only guy in a suit in the restaurant, you can pull it off if your date is dressed to match. The only negative is looking like y'all only go on reasonable dates / meals once a year, and on that time, by damn, you're going full to the nines.
To repeat: make sure the place is such that both of you won't be out of place dressed up....and assuming that's the case, then go all out. You'll never go wrong by showing more class than less.
