The Kinks were great, but they were no more punk than the Beatles were. They contributed, but they predate Richard Hell, and the idea that HE started the movement isn't necessarily true. Personally, I point to The Sex Pistols because they got the politics (or lack thereof) into the music, and that was the critical ingredient to define the genre. In my opinion, as uneducated as it is.
