I'm curious what your opinion is of the '96 Clinton/Republican welfare reform act ?
Do you think the majority of Democrats in the Senate and nearly half the Democrats in the House who voted for the '96 welfare reform bill did it for votes or to perpetuate "a helpless underclass"? (
