No, its definitely faster with a sub machine gun than a light. You also walk faster too.
I'm not saying they are not good, its one of my favorite weapons, but they are less mobile. On most maps thats not such a big deal because you don't want to rush into being ambushed anyways, and on small maps the bigger clip can be very nice.
