I started to answer but it became quickly apparent that the scope of the question is too big to do it justice.

Treating something like 1/5th of the economy or whatever it is and thinking you can come up with a better 'solution' in a couple of sentences would be wishful thinking at best.

The scope of the question must be narrowed.

And while james I'd love to talk about the wonders of the Canadian system, you already violated the format
