I'd guess the date is October 30, 1995.

I can't place the location yet. My first thought was just outside the gates of Old Quebec. I know I've seen that row of statues in person, but its been so long since I've been in the east, all the cities blend together.

So no, not in Quebec. I realized I was thinking of the 'hotel du parliment' and those statues are on the ground.

The Marie-Reine-du-Monde Cathedral, Montreal?
