If someone wants to strike out aggressively, they'll have to deal with the political fallout, as the US currently is. With regard to nuking civilian populations: a nuclear America doesn't concern me, a nuclear India doesn't concern me, a nuclear Germany doesn't concern me. In this particular regard, a nuclear Iran concerns me.
