Forced? No. Encouraged? Yes, and offered completely free classes at any time of day that is convenient to them, including at their work place, where their language learning should be part of their paid hours of work. I also happen to think every American should have to learn Spanish and French, in addition to English, from elementary school onwards.

Yes -- if you mean prohibited from being enforced in any way. However, I think prayer should be allowed as long as it doesn't interrupt the regular school schedule and doesn't interfere with the learning environment.
